The full five-stipulation determination is still withheld, because one stipulation has no connected detector and an instrument that scores anyway is not measuring, it is estimating.
Neither volume attributes conduct to living conditions. The second volume tests that proposition directly over a decade of within-state change and reports that it does not hold, which is the reason the first volume does not lean on it.
